There is no new Computer Centre (PCC) available in time for Run 4
Effect
CERN will be unable to deliver the Tier 0 commmitments. There will be no opportunity for flexibility between online/offline (already see advantages of being able to do this during Run 3). The B513 CC is fully loaded (power, cooling, space) and not very energy efficient.
Mitigation
Significantly reduce the scope of the Tier 0 commitment.
