No PCC for Run 4
There is no new Computer Centre (PCC) available in time for Run 4
CERN will be unable to deliver the Tier 0 commmitments. There will be no opportunity for flexibility between online/offline (already see advantages of being able to do this during Run 3). The B513 CC is fully loaded (power, cooling, space) and not very energy efficient.
Significantly reduce the scope of the Tier 0 commitment.
Similar consequences to Risk 1. In addition possible mitigations via:
- external hosting (as was done with Wigner in 2012-2019)
- commercial clouds
are more expensive than local installations by a significant margin and would not be a good investment of CERN funds for the foreseeable future. Subsidised contributions (clouds or hosting) could be more cost effective, but the cost of significant network bandwidth & connectivity must also be taken into account.
