CERN Tier 0 budget insufficient.

Risk Detail

The Tier 0 budget (MTP) is not adequate to fulfill the CERN commitment to LHC computing (as agreed in the MoU and RRBs).

Effect

Cannot fulfill CERN commitments; knock-on effect to other Funding Agencies who may reduce commitments.

Mitigation

Reduce scope of the Tier 0 responsibility.

Comments

The Tier 0 budget for Run 3 is less than anticipated needs. It has been effectively reduced: - overall level in 2019 MTP is less than historical levels (~16 M vs 20 M) - Re-profiling to fund PCC has reduced level for start of Run 3 even further - Additional cuts (IRRC) remove a further ~1M CHF/year from this.

There is a real risk, in the light of the fact that all funding agencies are struggling to keep budgets for computing at a constant level, that if CERN reduces its commitment, the other FA's will follow. This will have a major impact of LHC computing abilities.
